Who was this rule written for?
A rule can be well intended and still miss the person it lands on.
If a requirement is written for a fleet with a dispatcher, a terminal, and a maintenance crew, it lands differently on a driver who owns the truck and answers only to the load.
That gap is where the frustration lives. A policy that works on paper can quietly place responsibility on whoever has the least control over the outcome.
I am not arguing against safety rules for their own sake. I want to know who was in the room when the rule was written, and whether any of them had backed a trailer into a night yard in the rain.
Asking that question is not opposition. It is how a standard earns the right to be followed.
